We also have an in-house team dedicated to producing high-standard technical bids and comprehensive and competitive commercial tenders.

Summary:

Royal International Construction is seeking a highly qualified and experienced Project HSE Manager to lead all aspects of Health, Safety, and Environmental management across our ongoing civil and infrastructure projects. The role requires a strategic professional with strong leadership, technical expertise, and a passion for promoting a proactive safety culture throughout all project stages.

 

Responsibilities:

  • Develop, implement, and maintain HSE policies, systems, and procedures in alignment with company and project requirements.

  • Ensure compliance with local regulations, ISO 45001, and ISO 14001 standards.

  • Conduct risk assessments, safety audits, and incident investigations, ensuring corrective actions are effectively implemented.

  • Provide HSE training and awareness programs to all staff and subcontractors.

  • Lead site inspections and support project teams in maintaining a safe working environment.

  • Liaise with clients, consultants, and government authorities on all HSE matters.

  • Promote a strong safety-first culture, ensuring that HSE objectives are integrated into all project operations.

 

Location: Dubai or Abu Dhabi.

Job requirements

Education & Experience

  • Bachelor’s degree in occupational health and safety, Environmental Science, or Engineering (or a related field).

  • Minimum 15 years of experience in Health, Safety, and Environmental Management within the Civil Engineering and Construction industry.

  • At least 5+ years in a managerial capacity overseeing project-level HSE operations.

  • Proven background in project management and industrial/construction environments.

Professional Certifications (Mandatory)

  • NEBOSH Level 6 (or equivalent)

  • CSP (Certified Safety Professional)

  • NVQ Level 6

  • Lead Auditor Certifications – ISO 45001 and ISO 14001

  • Additional recognized HSE certifications will be considered an advantage.

Knowledge & Skills

Technical Expertise:

  • In-depth knowledge of HSE management systems and procedures.

  • Strong understanding of ISO 45001, ISO 14001, and relevant safety legislation.

  • Skilled in risk assessment methods (HAZOP, JSA) and incident investigation techniques.

Core Competencies:

  • Leadership: Ability to inspire and drive a positive safety culture across project teams.

  • Communication: Excellent written and verbal communication skills for engaging all levels of staff and external stakeholders.

  • Problem-Solving: Strong analytical and decision-making skills to develop effective HSE plans and solutions.
